In the early 1980's The Pennsylvania Public Employees were found to have overpaid Millions of Dollars in FICA (FICA stands for the Federal Insurance Contribution Act.). The State of Pennsylvania was to hire a firm to calculate the amount due to each individual. As with most American Government & State Department Workers ect it seemed to take a crooked path. In May of 1984 A Memo from an unknown person ended up in the Governors Office. The Memo was from a person that remained anonymous (as far as I know is still unknown to the public ect.) The documents seemed to show that the FICA Recovery Contract had been awarded to the California Firm (Computer Technology Associates CTA) The owner of the California Firm was John Torquato Jr. whom was said to have bribed or attempted to bribe a number of officials to get the FICA MONEY?!?! MONEY is always something that brings out the worse in the us or usa people.
